Resolution 80/213 (Terrorism and human rights) A/RES/80/213

On 22 December 2025 the UN General Assembly passed Resolution 80/213 on terrorism and human rights. The resolution reaffirms “the primary responsibility of States to protect the population throughout their territory,” and recalls in this regard that all parties to armed conflict must comply fully with obligations applicable to them under International Humanitarian Law related to the protection of civilians and medical personnel in armed conflict.
