On 19 December 2023 the UN General Assembly passed Resolution 78/210 on terrorism and human rights. The resolution reaffirms “the primary responsibility of States to protect the population throughout their territory,” and recalls in this regard that all parties to armed conflict must comply fully with obligations applicable to them under international humanitarian law related to the protection of civilians and medical personnel in armed conflict.
