Indicators and Assessment Tool (IAL) on Racism and Atrocity Crimes

16 January 2024

The below Indicators and Assessment Tool (IAT) on Racism and Atrocity Crimes was authored by Global Centre Executive Director, Savita Pawnday, and Director of Policy and Research, Jaclyn Streitfeld-Hall, as part of the Global Initiative for Justice, Truth and Reconciliation (GIJTR) project. The tool examines the relationship between racism and the risk of mass atrocity crimes, providing a framework for understanding how structural and institutional racism, discriminatory policies and practices and histories of racial violence can create or exacerbate conditions conducive to genocide, war crimes, crimes against humanity and ethnic cleansing. It also draws on case studies from Brazil, Colombia, Namibia, South Africa and Sri Lanka to demonstrate how racism can contribute to heightened atrocity risks in different contexts.

Building on the UN Framework of Analysis for Atrocity Crimes, the IAT identifies 13 racism-related risk factors and accompanying indicators that can be used by analysts, monitors and practitioners to assess changes in atrocity risk over time.
