The Atrocity Crimes Review: A Comprehensive UK Strategy for Atrocity Prediction, Prevention and Response

13 October 2026

On 13 October, the Standing Group on Atrocity Crimes published The Atrocity Crimes Review: A Comprehensive UK Strategy for Atrocity Prediction, Prevention and Response. The report examines gaps in the United Kingdom’s approach to preventing and responding to mass atrocity crimes and outlines recommendations to strengthen early warning, operationalize international legal obligations, enhance accountability and ensure sustained institutional capacity and resources for atrocity prevention.

The review draws on expert testimony from Elisabeth Pramendorfer, Global Centre for the Responsibility to Protect Geneva Director, who provided written and oral evidence to the Standing Group. Her contributions emphasized the importance of incorporating local knowledge and engaging affected communities in atrocity risk assessments, particularly in complex crises where different populations face distinct threats requiring tailored protection strategies. The report reinforces the urgent need for a comprehensive, coordinated and prevention-oriented approach to addressing mass atrocity risks.
