On 5 October the UN Human Rights Council (HRC) adopted Resolution 63/2, which renews the mandate of the Independent International Fact-finding Mission (FFM) for Sudan for a period of one year. Through the resolution, the HRC condemns violations of International Humanitarian Law and violations and abuses of human rights reported across Sudan by all parties to the conflict, including the Sudanese Armed Forces and the Rapid Support Forces (RSF). The resolution strongly condemns the devastating impact on civilians resulting from the seizure of El Fasher, in North Darfur, particularly the reported atrocities committed by the RSF, which the FFM has concluded amount to crimes against humanity and war crimes and may indicate hallmarks of genocide, and reiterates calls upon all parties to the conflict to ensure the protection of civilians, as required under international law, and to hold all perpetrators of these crimes accountable. The also resolution emphasizes that states have the primary responsibility to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity. The resolution was adopted by a recorded vote of 28 in favor, 10 against and 9 abstentions.
