Resolution 39/19 (Central African Republic) A/HRC/RES/39/19

On 28 September the UN Human Rights Council (HRC) passed Resolution 39/19 on technical assistance and capacity building in the field of human rights for the Central African Republic (CAR). In this resolution, the HRC expressed its deep concern regarding the worsening security situation in CAR as a result of the advance of armed groups across most of the territory, as well as the increasing use of messages of hatred and incitement to violence that would aggravate discrimination and social stigmatization. The resolution extended the mandate of the Independent Expert on the situation of human rights for one year and requests the Independent Expert provide an oral update to the Council at its 41st session and to submit a written report at its 42nd session. The resolution also recalls that “the authorities of the Central African Republic have the primary responsibility to protect all populations in the country from genocide, war crimes, ethnic cleansing and crimes against humanity.”
