Report of the group of independent experts on accountability A/HRC/34/66/Add.1

On 13 February 2016 Ms. Sonja Biserko and Ms. Sara Hossain released their report on accountability for human rights crimes committed in the Democratic People’s Republic of Korea (DPRK). The experts, designated by the UN Hugh Commissioner for Human Rights, were tasked with exploring avenues of accountability for the crimes against humanity committed in the DPRK. In their report the experts reiterated points included in the reports of the Commission of Inquiry including “the responsibility of the international community to protect the population of every state from crimes against humanity.” In their recommendations the experts urged member states to act, “Bearing in mind the responsibility to protect take further steps towards achieving accountability for those responsible for human rights violations in the DPRK, including through referral by the Security Council of the situation to the International Criminal Court, and consideration of the establishment of an ad hoc international tribunal.”
