Report of the commission of inquiry on human rights in Eritrea A/HRC/32/47
In its second report, the Commission of Inquiry (CoI) finds the government of Eritrea responsible for crimes against the civilian population in Eritrea since 1991. Crimes include arbitrary detentions, torture, enforced disappearances, extrajudicial executions, rape and sexual violence. The CoI recommends that the UN Security Council refer the situation in Eritrea to the International Criminal Court for consideration, and that UN member states exercise their obligation to prosecute or extradite any individual suspected of international crimes present on their territory.
