5th Annual Ministerial Meeting, 28 September 2012

On 28 September 2012, the Global Centre held its most successful Ministerial Meeting on R2P to date during the opening of the 67th General Assembly session. This fifth annual Ministerial Meeting was attended by the Prime Minister of Slovenia, H.E. Mr. Janez Janša, and 14 Foreign Ministers representing governments from across the globe. The UN Deputy Secretary-General, H.E. Mr. Jan Eliasson, and the Special Adviser on the Prevention of Genocide, Mr. Adama Dieng, also participated. In addition, ten governments from Asia, Africa, Europe and Latin America sent official observers to the meeting.

The Global Centre co-hosted the Ministerial Meeting with first time co-hosts Brazil and Botswana and the Foreign Ministers of Denmark and the Netherlands. Brazil's participation as cohost was extremely important and sent a message about Brazil's willingness to continue to engage on this issue.

In keeping with UN Secretary-General Ban Ki-moon's declaration of 2012 as the year of prevention, this year's Ministerial Meeting discussed how to best operationalize the preventive dimension of R2P, and deepen understanding of effective responses to the threat of mass atrocities. A number of participants commented upon the need for the international community to build better capacity to predict and prevent mass atrocities. The following words of one participant, "If we act early enough the choice does not have to be between doing nothing or using force – we already have a broad range of tools available and all three pillars of R2P support them," captured the spirit of the discussion.
