UN General Assembly Informal Interactive Dialogue on the Responsibility to Protect: Timely and Decisive Action, 2012

On 5 September 2012, UN member states participated in an informal interactive dialogue on the subject of "Responsibility to Protect: Timely and Decisive Response.' The annual dialogue was informed by the UN Secretary-General's fourth Report on the Responsibility to Protect addressing the same theme.

Following presentations by a panel of UN, member state and civil society experts, interventions were delivered by 58 member states, 1 regional organization and 2 civil society organizations. In response to the Secretary-General's Report, interventions addressed the third pillar of the Responsibility to Protect and the diversity of non-coercive and coercive measures available for a collective response to mass atrocity crimes. Several interventions linked third pillar measures to the necessity for developing adequate prevention mechanisms that would render a protective response unnecessary, and welcomed the Secretary-General's initiative to make 2012 the Year of Prevention. In addition, many states highlighted the contribution that Brazil's Responsibility While Protecting has made in complementing the Responsibility to Protect and building upon the accountability of actors intervening to protect populations from mass atrocity crimes.

As with the 2009 debate and the 2010 and 2011 dialogues, which the UN Secretary-General described as having "broadened the basis for consensus and provided valuable insights about the three pillars of the responsibility to protect," the 2012 dialogue reaffirmed that states are committed to utilizing the appropriate means to prevent the occurrence of mass atrocities and protect populations facing mass atrocity crimes.
