Norwegian Institute for International Affairs (NUPI)


The role of the Norwegian Institute for International Affairs as a European associated centre of the Global Centre for the Responsibility to Protect is to contribute to the effective operational implementation of the responsibility to protect norm by conducting solid, policy-oriented research on relevant topics, ensuring liaison regarding pertinent research with other organizations in the GCR2P network, and disseminating research findings through a host of convening and outreach activities.

NUPI’s R2P and the Prevention of Mass Atrocities project aims to investigate and operationalize the preventive aspects of the responsibility to protect (R2P), as formulated in the 2005 World Summit Outcome Document. In 2008, NUPI published several policy-oriented reports on preventive measures; international and national legal instruments; humanitarian protection; military intervention; and R2P and regional organizations, which can be viewed below. The current phase of research deals with several of the issues highlighted in the UN Secretary General's recent report (A/63/677) under the headings of 'the protection responsibilities of the State' (pillar one) and 'international assistance and capacity-building' (pillar two). The research will concentrate on four themes: the role of identity construction in the occurrence of mass atrocities; gender-based violence viewed as mass atrocities; the links between 'root cause prevention' and peacebuilding; and normative underpinnings and implications of 'root cause prevention'. The project's findings will be published in research reports and policy briefs.

NUPI is also part of the project on, Prevention and the Responsibility to Protect2,lead by Professor Jennifer Welsh and Dr. Serena Sharma at the Oxford Institute of Ethics, Law and Armed Conflict, University of Oxford.
